In order to maintain the European economy's strength, EU-governmental initiatives have been implemented to lower unemployment by targeting disadvantaged demographic groups who wish to return to, or enter for the first time, the labour market. The European Social Fund has already allocated £29.5 million for Pan London Programme 1, which began in 2004 and has already had a significant impact London's learning and skills training. With this money, 58 projects have been run, and have had a successful impact in lowering unemployment figures across London.
The Learning and Skills Council, being an approved Co-Financing Organisation, is able to channel 80% of all funds drawn down from the ESF. Drawing on the success of Programme 1, Programme 2 has been allocated funds of £35 million, with which specific social groups are being targeted in order to maximize the positive effect on local communities, as well as broadening people's awareness of the many issues, opportunities and prospects that occur Pan London.
With this in mind, the LSC has targeted what have traditionally been labeled as 'hard to reach' groups of people; in fact, these people are not hard to reach, but hard to enfranchise, as their disengagement from the labour market often coincides with a lack of education and/or training. The intention of Programme 2 is to attract these people by entwining training, qualifications and courses with opportunities that are existent within their own community.
The LSC intends for this money to help enable 2300 people enter the labour market, by way of 6000 qualifications being delivered, including 4600 Skills For Life qualifications.
With The Olympic Games imminent, London, with much focus on the East End's need of redevelopment, is set to become the site of many of the largest construction sites in Europe, with the Olympic Village and Stadium comprising a vast area of Stratford. With this in mind, Objective 2.2j focuses on training people to enter the construction industry, so that they may in turn become able to help London's regeneration and redevelopment. And, despite Stratford possessing the medial-focus of this regeneration, local housing projects, involving New Build and Decent Homes plans, will also benefit from residents' abilities to take ownership of their estates and properties by helping in their own redevelopment and regeneration.
Objective 2.2j is a division of Programme 2 that has been contracted by the pan-European consultancy ECOTEC, and specifically targets the unemployed population that currently abides in socially provided accommodation, or in receipt of Housing Benefits from the welfare state. The delivery of this project has been sub-contracted to Tribal Consultancy, East London-E-Learning, East Thames, and EYS.
EYS is helping to deliver Level 1 Introductory qualifications in Construction, alongside Skills For Life training and CSCS Health And Safety cards for our beneficiaries. With these qualifications, beneficiaries are also told how to maximize their attractiveness to potential employers, and taught the interpersonal skills that come from a diverse, dynamic and exciting learning environment with employment in mind.
